The Senior Manager QA/QC – CQV will oversee and manage the Quality Control (QC) and the Commissioning program for a key project. The successful candidate will be responsible for ensuring the implementation, execution, and documentation of all quality control and Commissioning activities on the construction site. This role requires leadership, technical expertise, and a deep understanding of construction processes, commissioning and quality standards.

- QC and Commissioning Program Management:
Lead the development and implementation of the QC and Commissioning program on the project. Ensure the QC and Commissioning system complies with contract requirements, industry standards, and regulatory guidelines.
- Coordination and Mutual Understanding:
Attend and actively participate in the Coordination and Mutual Understanding Meetings with key stakeholders, project teams, and subcontractors to facilitate communication and resolve any QC and/ or Commissioning related issues.
- Three Phases of Control:
Supervise and ensure the effective execution of the three phases of control (pre-construction, in-process, and final acceptance), ensuring that Quality and Commissioning standards are met at each critical stage of the project
- Submittal Review and Approval:
Review and approve submittals, ensuring compliance with contractual specifications and quality standards. Maintain a record of all approvals and revisions.
- Testing Oversight:
Oversee testing activities required by the contract, ensuring that all tests are performed as scheduled and that results are documented accurately. Ensure that all testing meets quality and safety requirements.
- QC and Commissioning Documentation and Certifications:
Manage the preparation and submission of all required QC and Commissioning documentation and certifications. Ensure all QC and Commissioning reports, certificates, and test results are completed in accordance with contract requirements and regulatory standards.
- Team Management and Coordination:
Manage and coordinate the work of QC and Commissioning Specialists, testing laboratory personnel, and other inspection and testing teams. Ensure all QC and Commissioning activities are completed efficiently and accurately across the project.
- Quality Control and Commissioning Activities Leadership:
Act as the primary manager for all quality control and commissioning activities on the project site, ensuring consistency and compliance across all QC and Commissioning operations.
- Compliance with Safety and Sustainability Standards:
Ensure adherence to safety standards, including EM 385-1-1, and promote sustainability practices on-site. Oversee hazard identification, safety compliance, and environmental protection measures related to QC and Commissioning
- Other Duties as Assigned:
Perform other related duties as necessary to ensure the success of the project and the quality of construction and commissioning work.

Minimum Required
- Minimum of a bachelor’s degree in engineering, architecture, or construction management required.
- Current professional engineer or architecture registration required.
- Minimum of 10 years construction experience as a Project Superintendent, QC Manager, Project Manager, Project Engineer or Construction Manager on similar size and type construction contracts which included the major trades that are part of this contract.
- Minimum 5 years of experience specifically as a QC Manager
- Background experience in Commissioning management
- Familiarity with the EM 385-1-1 safety manual and experience in hazard identification, safety compliance, and sustainability initiatives on construction projects
Preferred
• Completion of the CQM for Contractors course is preferred. If the candidate does not currently hold this certification, they must obtain it within 90 days of project award
• Strong leadership and organizational skills, with the ability to manage teams effectively.
• Excellent communication skills, both verbal and written, with the ability to interact with diverse stakeholders.
• In-depth knowledge of construction quality control processes, testing procedures, and documentation.
• Ability to analyze and resolve QC and Commissioning-related issues quickly and effectively.
• Proficient in using project management and QC software tools.
• Strong understanding of construction safety standards and sustainability practices
• Candidates must be able to comply with safety regulations and work under various environmental conditions
Travel Requirement:
This position requires travel to and full-time presence at the project site in Israel and involves working in a construction environment.
